While the protectorate fights the opposition in a brutal civil war, a soldier decides to cut the snake's head and avenge his family by assassinating the protectorate’s leader.

The days fade into each other, accompanied by news about the civil war and about Victoria and her sister Joanne, who got evacuated during the riots, while John waits at a cottage close to the beach where he prepares for his mission. Every day he heads to the beach, searching the ocean with binoculars, but never finds what he is searching for. Leaving for a day on the yacht, Joanne and Victoria reveal their competitive relationship, which has dominated their lives ever since they were children. John searches the ocean as he did the many days before but this time he discovers what he was searching for. A yacht lying at anchor near the beach and Victoria diving from the bug. He starts swimming toward the yacht, determined in his mission. He climbs on board, threatening Victoria, pulling several photos from his bag conveying the horror of the civil war between the protectorate and the opposition that caused the death of his whole family. Victoria tries to convince John that she is not pulling the strings in this war, as she is merely a linchpin and that to kill her would not change anything. John seems convinced as he reaches Joanne the gun, which has appeared during John's accusation. They reveal their relationship as Joanne takes the gun and shoots her sister a bullet in the head without hesitation. Drowning Victoria in the ocean, John must realize that Joanne never planned for him to survive either. He is barely able to realize the trap he fell into as he is shot too. Shot by Joanne, the new head of the protectorate.
